The search for effectiveness of the Paris agreement

Abstract

The aim of this study is to analyze the Paris Agreement, which was established at COP 21 that took place in December 2015 in Paris, France, aiming its effectiveness. The starting point of this study is the Framework Convention on Climate Change signed in 1992 and the Kyoto Protocol, signed in 1995. Moreover it highlights the Paris Agreement which aims to contain the increase in global temperature below 2°C and to limit it to 1.5°C, its main approaches for the effectiveness, such as the cooperation among the countries, the importance of education and participation and the contributions of each country known as Nationally Determined Contributions (NDC). It was also approached the matter of the implementation of the Agreement in the perspective of the United States withdrawal. We used a bibliography related on the climate issue, environmental education, as well as the analysis of international documents. Based on analysis we concluded that the document must be effective to provide the life's continuity in the Earth. Therefore it must reinforce the environmental education to promote the actors transformation and to allow the participation of all. The cooperation among countries is a crucial issue based in the principle of common but differentiated responsibilities. There should also be a greater involvement of subnational governments, as well as corporations, targeting the effectiveness of the agreement. The countries must review their NDC to promote the global temperature limitation as proposed in the agreement.
