United nations, democracy and public policies for brazilian human development

he continuous picture of social exclusion has led to questions on how to carry human development, which were based on the scientific controversy between the universalist currents and contextualists. Aiming to deepen this discussion, through hermeneutical method and use of technical literature, but also using the empirical method, by review to reports, it will analyze the acting of the United Nations for induction of public management in Brazil and defense of democracy as a point of convergence between the need to declare rights and realize them by producing effective policies. Thus, it was found that democracy and social activism are the essential mechanisms for planning and carrying out public policies by States, inter-governmental framework.Downloads
