Exploring the Pacing Problem
Regulatory challengers in a scenario of frequent technological change

This article introduces the "Pacing Problem", the idea that regulatory institutions struggle to keep pace with technological change. The relevance of this topic lies in its limited organized treatment in Brazilian literature, and on its growing importance given the acceleration of technological change, which warrants in-depth study. Drawing from international literature that defines the issue, this work discusses the main regulatory challenges arising from frequent technological change, highlighting unresolved questions that could inspire a structured research agenda on the subject. The text is divided into two parts. The first part presents the characteristics of technological change that make it especially difficult for regulation to keep up, compared to other types of social change. It explains that technological change tends to be highly complex, unpredictable, and increasingly frequent. The second part presents the approaches proposed in the literature to solve the Pacing Problem, emphasizing the need for greater adaptability in regulatory institutions. Finally, the conclusion synthesizes the main remaining questions and suggests directions for future research.
